Design for Grosse Ile Bridge Company's New Permanent Operations Building at the Toll Plaza in Riverview
The GIBC's new operations building is intended to replace the temporary trailer that was placed on the site in 2004 when the toll plaza opened. Currently, all day-to-day operations of the Toll Bridge and toll plaza are managed by GIBC personnel working in the approximately 700 square foot trailer.
The new 1,100 square foot facility (about 60% larger than the trailer, but still covering only a small percentage of the site) will help to improve the smooth and safe flow of traffic across the Toll Bridge while providing customers with a better location to carry out transactions in the toll plaza. It will have a small paved parking lot and will be handicap accessible.
The new structure will also provide expanded room as well as state-of-the art computer and communications technology for potential emergency management activities. Having more room for equipment storage and workspace plus an improved technology infrastructure will enhance the safety of the GIBC's employees and enable them to do their jobs more effectively.
In addition, because the new building would be connected to a permanent concrete foundation, it will have greater strength than the trailer to protect GIBC employees and customers from possible severe weather conditions.
The GIBC submitted the site plan for the new operations building to the Riverview Planning Commission (RPC) in October of 2005. During February of 2007, the RPC granted a conditional approval of the site plan contingent on Riverview authorizing the GIBC to install a fire hydrant as well as water and sewer lines.
On April 24, 2007, the Riverview Assistant Attorney and the Riverview Fire Chief agreed to the GIBC's proposal to install a fire hydrant connected to Grosse Ile Township's 12" water line near the west end of the Toll Bridge along Bridge Road in the toll plaza. The GIBC has been purchasing metered water from Grosse Ile Township through this 12" water line since the 1960s.
The Grosse Ile Department of Public Services Director and the Grosse Ile Township Board subsequently blocked the GIBC's fire hydrant proposal from moving forward. As a result, the GIBC's proposed operations building is at a standstill.
